Turning Evidence into Employer Action
Learning at BHCG starts with the questions employers face: How can they recognize high-value care, manage rising costs and make better benefits decisions? In 2025, BHCG brought research and expert perspectives into those conversations, while creating opportunities for members to share experiences, compare approaches and learn from one another.
Physician Value Study 3.0 – potential savings of $394 million
Using Wisconsin Health Information Organization claims data, BHCG and Aitia completed the third Physician Value Study to assess physician quality and cost efficiency. The analysis found substantial variation in the quality and cost efficiency of care delivered by primary care physicians and in the cost efficiency of specialists performing high-volume procedures. It also identified significant room for improvement: some primary care physicians delivered care consistent with evidence-based practice guidelines and quality measures less than 62% of the time. The study estimated $394 million in potential annual savings if primary care physicians and selected specialists improved their cost-efficiency performance to the 50th percentile or if patients were directed to physicians performing at that level. This figure represents an estimated opportunity, not savings already realized.
The study also examined whether social determinants of health influenced the results. Adjusting for differences in patients’ race, employment, income and housing quality at the census-tract level had negligible impact on either quality or cost-efficiency scores.
This information can inform provider improvement, benefit design and the continued development of the BHCG-Centivo plan. BHCG shared results through June 2025 presentations, helping employers and health care stakeholders turn the analysis into a more informed discussion about value.
